Ngandam calls for Centre’s proactive role for horti development in state

ITANAGAR, Feb 3: Indian Council of Agricultural Research (ICAR) should play more proactive role for horticulture development in Arunachal Pradesh, said state Horticulture Minister Honchum Ngandam while addressing the   82nd Annual general meeting of ICAR at New Delhi on February 2. He also appealed the Central government pay special attention to Arunachal Pradesh to make it a self-sufficiency state. He further stressed on the economic development of the farmers.

The ICAR also organized a “farm Innovators”  meeting  for grass root level potential innovators and their innovation. A progressive farmer from Sagalee Tana Taba took part  showcasing “how to harvest oranges”  using low cost ladder and harvesting equipment made from locally available bamboo and wood along with other innovators from various states.   

Earlier, in his inaugural address ICAR president and Union Agriculture and Food Processing Industries Minister Sharad Pawar  said ‘Agriculture sector offers considerable scope for equitable growth of the economy.  He added that innovation and human resources are the twin engines of growth and development and the Indian Council of Agricultural Research (ICAR) is playing a key role in providing the technological solutions and human resource development to achieve inclusive growth.

While referring persistent challenges before agriculture, Pawar said National Agricultural Research System through its cutting edge technologies and human resources gives confidence to the nation for successfully meeting these challenges.

Union Minister for Human Resource Development and Communications & Information Technology, Kapil Sibal also spoke on the occasion. He opined that ICAR should initiate cross-disciplinary research programmes on Biotechnology, Genomics and Engineering by involving University research system.  Sharad Pawar along with Sibal launched ‘National Initiative for Climate Resilient Agriculture’ to address abiotic and biotic stresses affecting agriculture on this occasion.  

Council’s strategic document ICAR ‘Vision 2030’ and a popular publication on horticulture in Hindi ‘Phal Vigyan’ were also released by honorable guests. Concurrently organized Farm Innovators exhibition attracted participants and farmers were honored by Pawar and Sibal.

Over-loaded vehicles seized

ITANAGAR, Feb 3: Two over loaded Tata mobile vehicles with vegetables were seized by administration led by Talo Potom, Additional Magistrate, Itanagar, here today.

The trucks were carrying excessive loads violating rules under MV Act.

Meanwhile, Itanagar Market Welfare Association (IMWA) has lauded Potom for his commendable service.

 

Campaign ends successfully, AAPSU team returns from Delhi

ITANAGAR, Feb 3: Representatives of All Arunachal Pradesh Students Union (AAPSU) today returned to Itanagar after  a successful campaign at Delhi against Chinese claim over Arunachal Pradesh.

During their stay at Delhi AAPSU members led by President Takam Tatung and General Secretary Tujom Poyom had met Prime Minister Manmohan Singh, Home Secretary GK Pillai, and leader of opposition in Rajya Sabha Arun Jately and intellectual communities.

 

DPF oppose urbanization

ITANAGAR, Feb 3: The State Government’s move to urbanize some of the areas of Doimukh has been strongly opposed by the people of the circle.

The Doimukh People Forum (DPF), which is spearheading the protest movement, in a release, said that the declaration on urbanization of some of the areas of Doimukh has been made in an ‘unlawful’ manner in ‘violation’ of various provisions under Arunachal Pradesh Municipal Act, 2007.

No urban schemes/ projects will be carried out at Doimukh area since the area is under Panchayat Raj system of governance. And, as such, the area can not be declared as urban, DPF said.

Further, the area does not possess all the pre-requisite qualifications for being declared as urban area, DPF said, and vowed to fight against the Govt move.

 

48-member Arunachalee team to participate in National Games

ITANAGAR, Feb 3: A 48-member strong contingent from Arunachal Pradesh will take part in the 34th National Games beginning at Ranchi, Jharkhand from February 12 to 26 next.

Arunachal will participate in five events viz. Boxing, Archery, Weightlifting, Karate and Lawn Bowl.

LK Sokun Singh is the Chef de Mission and Marli Ete is the manager.

The team is leaving here for Jharkhand on February 7 next.

Home Minister visits Tirap

ITANAGAR, Feb 3: Speaking on Tirap-Changlang’s disturbed law and order scenario, the Home Minister Tako Dabi said that both the central and the state  governments were fully alive to the problems of the two insurgency- infested districts. He said that sincere efforts were being made to ensure that the innocent people are not affected and that a lasting peace returned to the two districts. He said this while addressing  the annual function of  the Ramakrishna Mission School as chief guest at Narottam Nagar, 8 KM from Deomali in troubled-torn Tirap district yesterday.  

Lack of proper education is the root cause of human conflicts and chaos in the society, said the Home Minister and asked the students to live in the school respecting each others ethnicity and culture to create an united Narottam Nagar family.

While narrating the difficult days of his schooling in village school, the Minister also asked the students to fully utilize the ample opportunities and facilities which are being provided to them by the school. He passionately appealed to the students to imbibe a sense of patriotism and work relentlessly to achieve their set goals.

 Guest of honour Robin Hibu, who accompanied the minister, in his inspiring deliberation asked the young students to dream big and work hard to realize their dreams. He asked them to be focussed and disciplined and set goals for themselves. He further asked them to derive inspiration from the national and international role models.

 Former Minister and member of RKMS management committee Wangpha Lowang in his speech urged the Home Minister to impress upon the state government to initiate steps to improve the Deomali-Joypur and Deomali-Margherita roads. The Vice Principle Swamiji in his welcome address presented a brief report of the school and also highlighted the consistently brilliant academic result of the school in board examinations. The prizes were given away by the Home Minister, DIG Hibu and former Minister Lowang. The students presented attractive cultural programmes on the occasion. The function was attended by DC, SP, SDO, Deomali HoDs and public.

Muskan’ launches beauty care and tailoring courses

ITANAGAR, Feb  3: Continuing it effort towards empowerment of women and weaker section of the society, the Muskan Welfare Society (MWS) in collaboration of Oju Welfare Association, launched two self employment generating courses today. State First Lady Anupama Singh, MWS Chairperson inaugurated the courses on beauty care and tailoring at Oju Mission Centre, Naharlagun.

In her inaugural address, Anupama, said, we can empower women only if we provide them with avenues for financial independence. It can only be realized through employment or self employment, which in turn depends on the ability of the individuals. To enhance the capability and strengthen their skill, trainings courses are required, she said adding  the MWS is focusing on those avenues, which will enhance their capacity, as such tailoring and beauty care courses were selected.

She expressed her gratitude to Oju Welfare Association for joining hands with Muskan Welfare Society in organizing the courses.  “I am sure this joint effort of us will go a long way empowerment of women and weaker section of the society,” she added. Providing some valuable tips to the trainees on the occasion, she said to be success in these fields we have to be discipline, dedicated and fully devote ourselves to the profession. The world has changed. Today these professions are highly dignified, she exhorted.

A designer herself, the First Lady, said fashion trends dictate that we wear whatever is in season but it simply starts with tailoring. It is the basic for all fashions in the world today. Sharing her experiences, Singh said, I always found my tailors to be very busy, which indicates that there is huge market for the profession.

Extending her best wishes for successful conduct of the courses, Singh called upon all the trainees to avail maximum benefit of the opportunity provided to them and become examples for others in entrepreneurships and self employment in the future.

The First lady, who earlier toured the whole Oju Mission complex, which houses the infant home, handloom and handicraft sections and sale counter said, every visit to this centre inspire me to work harder for my Arunachalee children and women. Placing her words of appreciations for OWA Chairperson Binny Yanga, Singh said Yanga has risen above all expectations in fighting against social evils as child marriage, bride price and forced marriage thereby rendering invaluable services to the nation.

Dwelling on the endeavours of Muskan Welfare Society, its secretary Mamta Riba said the MWS aims to render voluntary social welfare service under the able guidance of the State First Lady. It is promoting linkage with State Government for dissemination of information to beneficiaries of various government social welfare schemes and assists in their implementation for the benefit at the grass-root level. The society puts it’s best effort to address the socio-economic empowerment of women by preparing the rural women by education, guidance, development of soft skills and leadership development to undertake responsibilities of socio-economic development. The Society is working for physically challenged persons and assisting the State resources during natural calamities by garnering support, resources and relief materials. In the same direction, we are conducting these employment generating courses today, she said.  Oju Welfare Association Chairperson Binny Yanga and National Literacy Mission Authority’s State Resource Centre Director N.J. Gohain also spoke on the occasion.

Children of Oju Mission School, Naharlagun presented a captivating cultural programme on the occasion, depiction patriotism in the young minds in regional cultural background.

Earlier on her arrival to Oju Mission Centre, Naharlagun, the First Lady visited the State Resource Center, functioning under the aegis of National Literacy Mission Authority (NLMA), Ministry of Human Resource Development, Government of India located at the Oju Mission Complex. She also visited the Jan Shikshan Sansthan, located in the complex. Interacting with the functionaries of the centers, Singh exhorted them to render sincere and dedicated service to all.

 

Successful operation against Illegal band-saws and other Illegalities in Lohit

ITANAGAR, Feb 3: Forest Department of Lohit Forest Division, Tezu, in collaboration with mobile squad of Mahadevpur took a daring and historic decision which was followed by equally tough actions recently. These actions spread over two continuous weeks reflects the resurrection of the forest department to its glory.

Under the leadership of the Divisional Forest Officer T. Pertin, Deputy Conservator of Forest, Lohit Forest Division, the entire forest machinery was mobilized. Never ever was such large scale mobilization of the forest administration has been undertaken of late.

Pertin ordered the field officers to deal strongly with the illegal band-saws and any other illegalities within the jurisdiction of the Lohit Forest Division. He himself supervised the actions being undertaken.

He deputed the Assistant Conservator of Forest, Nyali Ete, IFS to spearhead and coordinate the field operations. Nyali’s mere presence acted as a dose of motivation to the staff. He boosted the morale and spirit of his fellow field staff with his typical ‘never say die’ attitude and very effective balancing acts of unbiased delivery of the government orders on the one hand, and relentless convincing conversations in-situ with the aggrieved logs owners and other public on the other. The Rangers concerned of all the Ranges within the Division put up a great show throughout the period of operations.

A. Yirang, Range Forest Officer, Tezu Range, initiated the lengthy procedure of seizure and took huge cache of logs and machineries and other equipments being used in band-saws into the custody of the forest department. He diligently carried-out the works and also constantly encouraged the staff. Besides, he made all necessary arrangements for the transportation. He showed his managerial caliber to the fullest.

The entire field officers and the staff, altogether, put up a great strength. Dressed in khaki and armed with lathis, the staff above 50 in numbers, fearlessly routed each and every illegal band-saw unit. Wherever the band-saw machines were found, the machines were dismantled and confiscated. The rails used for sliding trolley were uprooted; saws removed.  

Obviously, the operations met with obstructions in the beginning; but the leadership refused to bow down. Pertin stood firm in his decisions; no stepping back. Despite initial pressures, the Lohit Forest Division completed its operations against illegal band-saw units eventually.  As for other illegalities, the Lohit Forest Division has started a close vigilance and surveillance and will soon take up similar bold steps.

 

Mega health camp conducted

ITANAGAR, Feb 3: The Kargu Kardi Welfare Society (KKWS) with active cooperation of health department and Ramakrishna Mission Hospital conducted a two-day “free medical check-up cum health awareness Camp” at Darak on  Jan 23 and 24 last. Altogher 729 patients including 364 male and 365 female  from Dumporijo, Yomcha, Bagra, Logum-Jini, Aalo, Menchuka, Kaying, Yaki-Tato, Gemo-Tali, Kamba and Darak areas registered  themselves for treatment offered by the  team of doctors from Naharlagun General Hospital, Ramakrishna Hospital, Aalo district hospital.

Earlier, addressing the  inaugural function of the mega health camp, KKWS president Dr. Rejum Ronya briefed  on the objectives of the Society. He also narrated the need for organizing such health camp and other welfare works taken up by the Society.

The Chief Guest Amjad Tak, DC and Guest of Honour  Moji Jini, CMO, Naharlagun General Hospital also spoke on the occasion. Both of them lauded the KKWS and emphasized on organization of more such camps in the district in near future and promised to extend every possible help from the District Administration and the Medical fraternity respectively.

A host of dignitaries including Govt officers, panchayat leaders and senior citizens were present in the inaugural function.

KKWS publicity secretary, Er. Akap Potom extended the gratitude to the dignitaries, doctors, para-medics and general people for making the medical camp a  grant success. The KKWS expressed thankfulness to the Aalo district hospital authority for arranging Minor OTs on  Jan 25 and 26.

NABARD supports farmers’ prog

ITANAGAR, Feb 3: NABARD has sanctioned three programmes to Manghi Welfare Society (MWS), Sangram, N.N.Charitable Society (NNCS), Doimukh and NRC on Yak, Dirang.

MWS has been sanctioned a programme for organizing training-cum-exposure visit for 20 farmers from Kurung Kumey district to ICAR, Basar. The training-cum-exposure visit is expected to be of immense help to the farmers for their horticulture development. While, NRC on Yak  has been sanctioned two training programmes on ‘Newer feed technologies for feeding of yak and yak cattle hybrid in scarce season’ and ‘Scientific management practices for clean milk production of high altitude animals’ for 40 farmers belonging to Dirang area in West Kameng district.

N.N.Charitable Society, Doimukh has been sanctioned financial assistance for conducting Rural Expo for farmers club/SHGs members during Nyokum celebrations. The objective of the programme is to bring progressive farmers, entrepreneurs, farmers club/ SHGs members in a common platform and highlight different kinds of products produced in and around Sagalee and need for improvement of their produce as per present market demand, etc.

Rabindra and his legacy

Dear Editor,

This is in reference to Sumon Das's letter "Rabindra Bhawans and Assam"( 31 January).

His vehement protest against the proposed Rabindra Bhawans simply defy all norms of logic. How can such a step amount to an anti-tribal and anti-native policy? If a West Bengal landmark gets named after Nelson Mandela or Sarbapalli Radhakrishnan, then can it be said that the step is an assault on the sentiments of the Bengalis? Bahadur Shah Zafar was neither a Bengali nor associated with Bengal. But a proposed railway terminus in South-East Kolkata is going to be named after him. Now will the Bengalis raise a hue and cry that such a step is a direct attack on the community and culture and also a great insult to all the great Bengali personalities!

Mr. Das holds every right to see and demand a Bhavan named after Bishnu Prasad Rabha, Nathan Brown and Elizabeth Brown instead of Rabindranath Tagore, but he has absolutely no authority to denigrate the great humanitarian.

Throughout his life, Tagore wrote and worked for nationalism, universal brotherhood, global peace and upliftment of human values. Being citizen of India and the world and for being a part of the human race, people of Assam automatically found their place in Tagore's mind. He religiously fought against exploitation of any community, womenfolk and children. His thoughts on education, emancipation of women, communal harmony and international relations are still extremely relevant today. Tagore also dreamt of a world where communities would merge together to act as true human beings, but by retaining their respective unique culture and language. Thus Tagore was not only a Bengali, he was also an Indian, a citizen of the world and humanity-personified.

This is the very reason why the whole world, including the United Nations, has launched year-long programmes to mark the 150th birth anniversary of the great bard. In this perspective, it is very unfortunate that such a multi-dimensional personality of international stature is being demeaned by projecting him as a mere "Bengal poet".

Moreover, Tagore was an Indian and Assam is also an integral part of India. Now, is there any law in the country that all landmarks will be named only after indigenous persons? If such a mentality gains root in the country where people born in other states will be rendered untouchables, even if that "alien" happens to be a stalwart named Rabindranath Tagore, then really it is a very bad omen for India. Tagore was not only critical of different weaknesses and sins of the Bengalis, it was he who forsook his Knighthood to protest against the Jalianwala Bagh massacre in Punjab, thereby earning the wrath of trhe British. Viswa-Bharati --- Tagore's brainchild --- was a confluence of all cultures of India and the world. Is there any greater Indian than him in terms of nationalism? Yes, Tagore has done nothing substantial for Assamese literature or culture. But has Dr. Bhupen Hazarika done anything for Telugu culture?

Has Kapildev done anything for Assam cricket? Had Mahatma Gandhi fought for Assam or Karnataka's independence? All the answers are "No". Still each and every Indian should be proud of them because they have all immensely contributed towards our nation ie India. And that is the very reason why Tagore is for Bengal, Assam and every corner of India. And if Rabindra Bhawans are being erected to woo the migrant Bengali voters of Assam, then it can also be said that Mahatma Gandhi and B.R.Ambedkar's birthdays are being treated as "National Holidays" to woo the Gujaratis and Marathis respectively! As far as Tagore's receipt of "more recognition than he deserves", then the question arises as to what is the limit of recognition and who will draw that boundary? And if Tagore has really got "more than he deserves", still it is far far less than Gandhi, the whole Nehru clan( right from Jawaharlal to Rahul), Sachin Tendulkar and many stars of Bollywood.

It is extremely unfortunate that the person respected worldwide for his literary genius, liberal views and for his message of love for human race is being regionally exploited by certain individuals of his own beloved country.

Extend the renewable period

Dear Editor,

I would like to raise the issue of Renewal period of Inner Line Permits (ILP).

ILP is required by Indians other than natives of Arunachal Pradesh for entering into any place in Arunachal Pradesh. The ILPs are issued by the Issuing authorities of Government of Arunachal Pradesh with offices at Delhi, Kolkata, Tezpur, Guwahati, Shillong, Dibrugarh, Lakhimpur and Jorhat. The ILP is designed to prevent permanent settlement of non locals within the ILP area. It is also a travel permit in a limited way. The ILP issued for business man and government servant have the Validity of only 1 year whereas there are a large number of people who are residing in Arunachal Pradesh since 1970. But they have to renew the ILP every year, for this they have to take help of Dalals which is more expensive for the common peoples.

I would like to request our government to increase the validity of ILP from 1 year to 5 years and the fee of 5 years will be paid at a time only. This will decrease the work burden for officials and will be beneficial for the common people. This step of government will enable free movement and thereby faster national integration.

Baseless allegation

Dear Editor,

We the 51st Batch APP Sub- Inspector Trainees, PTC Dergaon would unanimously like to rectify regarding the article published on 2nd February 2011 on your reader’s forum under the heading “Broom and sweeping Training”.

It is learnt that this unknown person is not even a trainee of this batch of CSI, APP and the statement given was baseless. It had been published without taking consent from the  trainees and therefore the fake information given is highly regretted. Further, as a matter of fact we are really embarrassed for this condemnable act done by such self vested and cowardice person, and far more embarrassing part is defaming such Police organization in a superficial manner. This organization does not encourage such act by anyone who likes to play the card in anonymity. We highly honour the commendable service imparted through this reputed training centre which has its own course of history since post independence. We feel proud to be a part of this highly reputed institution.

Therefore, we appeal the authority and the esteemed readers of Arunachal Times to ignore such baseless statements.

Sexual harassment in schools

Dear Editor,

Parents of students of VKV Jairampur are sure very much worried about their child's safety and education following sexual, mental and physical harassment upon some students. I wonder why this evil has come to light only now, considering the fact that many other VKVs and some private schools have this evil trend since yesteryears. Sodomy was prevalent in such schools in yesteryears, but the recent news make us beleive that sexual crime is still being committed. Now the VKV authorities should not blame me for dis-reputing them. As for academic qualities, VKVs are no doubt still producing meritorious students, but in other spheres who could know better than the students what they experience. May be the victims don't inform the authorities and parents about this. Not only VKVs, personally I escaped such an attempt by a senior in a private school when I was in class 1 or 2. The offenders I heard usually were the seniors, but now it has been reported in your daily that the employees are also the offenders.

So I think its time the parents and authorities of various private schools take it seriously and organise meetings to discuss and form new policies to prevent such abuses.

Hope this article will be published to aware the parents and authorities for the sake of our children.

A laudable effort

Dear Editor,

Under Section 5 of the Lotteries (Regulation) Act, 1998, Talo Potom, The Additional District Magistrate Cum JMFC, Itanagar Capital Complex, prohibits all kinds of sale of lottery tickets including online lotteries in the capital complex.  Undoubtedly it is a bold and positive step of.  It is worth mentioning here that the state government of Arunachal Pradesh banned all kinds of lotteries including the AP state lottery Vide its Oder No. LOT-14/2010 dated 23/3/2010.  In spite of this standing order of Lottery prohibition in the state, yet some of the persons have been playing in the state.  

Recently, due to strict vigilance of the ADM cum JMFC all kinds of lotteries have totally stopped in the capital complex.  For this bold and positive administrative fair play, I thank Talo Potom.

The missing link

Dear Editor,

Through your daily I would like to attract the attention of Tourism Department regarding the problems of Tourism in Arunachal Pradesh. This is matter of pride that Tourism Department has recently organized a workshop for bringing awareness among the masses of the remote state, who are still untouched by the intricacies of modernity.

In this workshop, Prof Sadarangani gave marketing mantra which was based on product, place, promotion, price and communication on the basis of swagat, soochna, suvidha, surakshya, sahayog, samrachranam and safai. But most of the points of this mantra are lacking in our state like swagat, suvidha, sahayog etc. As we all know that Hotels in any country/state play major role in the overall economic growth and hospitality Industry is also closely linked with travel and tourism industries. Where as in our state this hospitality industry is facing a large number of problems, many times our few Local brothers even argue to throw out the non-tribal customers and to give that room to them. This is very unfortunate. If we continue to behave like this then the day is not far when no tourist will visit our state.

On the other hand Kholi Naga and Kabak Yadik also left for Cuttack  to participate in the  Level-O Trainers Course  being conducted by National Cricket Academy Teaching Faculty for East Zone and North East States at Cuttack under Orissa Cricket Association from  Feb 5  to 8. They are deputed by the Arunachal Cricket Association.

ITANAGAR, Feb 3: Ubu Bango Students Union in collaboration with the panchayat leaders and Gaon Burahs of Yage Kaum village conducted its first phase of educational tour-cum-awareness camp at Yige Kaum on January 30 last.

 

Society allege encroachment

ITANAGAR, Feb 3: Totpu Panchayat Youth Welfare Society (TPYWS) has urged the Lower Subansiri DC to stop land encroachment at Parang circle of Papum Pare district.

TPYWS in a release said that few people of Lower Subansiri district have encroached land at Qungte and Taar villages which falls under Parang circle of Papum Pare district. Further, they have demarcated boundary of the two districts by writing on tree barks, which is illegal, it added.

 

Nyokum Yullo

ITANAGAR, Feb 3: Nyishi fraternity of Rajiv Gandhi University will celebrate Nyokum Yullo on February 24 to promote and preserve the rich culture and traditions of the Nysihis. Various games and sports competition will also be organized as part of the celebration.

 

APF threatens to launch agitation

AALO: Aalo Public Forum (APF) has threatened to launch phase-wise democratic movement from February 14 in case of failure of the authority to redress the grievances of people within February 13.

The main demands of the Forum include opening of new SBI branch, ATM booth at market areas and basic facilities to the SBI customers, improvement and up-gradation of BSNL networks and improvement of dilapidated BRTF road between Likabali to Aalo.

In a fresh ultimatum to the authorities, the Forum said it will organize mass rally at Aalo township on Feb 14, this would be followed by ‘office lock-up’ of the  department concerned  on Feb 25 as 2nd phase of agitation and  3rd phase will be picketing before office premises on March 14.

 

Ph. D awarded

ITANAGAR: Tisu Tayeng, assistant professor of college of Horticulture and Forestry, Pasighat has qualified for  Ph. D degree  for her  thesis – “Imperata cylindrica mediated induction of haploids in various cereals and enhancement of the system in wheat through colchicine manipulations,” under the guidance of   Prof Dr  H K Chaudhury.  She had undertaken her research work in CSK Himachal Pradesh Agricultural University, Palampur.

Daughter of Atem Tayeng at Yibuk village, Roing, she completed her schooling from JNV, Roing,  master degree from CAU, Imphal.
